Oklahoma Home Care Administrator Preparedness and Assessment Program (OHCAPA) – Certification Renewal Process

Certification Expiration Date

Every Oklahoma Home Care Administrator certificate expires annually on July 31, regardless of the date of initial issuance. Renewal is the responsibility of the individual certificate holder.

Annual Renewal Requirements

To renew an active OHCAPA certification, the Home Care Administrator must:

• Submit a renewal application to the Oklahoma State Department of Health
• Pay the required $55 renewal fee
• Complete and document 12 clock hours of Continuing Education Units (CEUs) during the renewal period
• Disclose any felony convictions since the previous certification or renewal

Continuing education is not required for the first renewal following initial certification.

Continuing Education (CEU) Requirements

For renewal after the first cycle, the administrator must:

• Complete 12 clock hours of CEUs by July 31
• Ensure CEUs are verifiable and acceptable
• Limit home-study or self-paced education to no more than 6 clock hours
• Retain certificates, agendas, or transcripts as proof of completion

Failure to meet CEU requirements by the renewal deadline may result in suspension or revocation of certification.

Late Renewal and Penalties

If renewal is not completed by July 31, the following late fees apply:

August 31 – September 30: Additional $25 late fee
October 1 – October 31: Additional $50 late fee

Failure to renew by October 31 results in presumed non-renewal, and the individual may not function as a Home Care Administrator until renewal requirements are met.

Reinstatement Based on Length of Expiration

Reinstatement requirements depend on how long the certification has been expired:

Less than 1 year expired

– Submit renewal application
– Provide proof of 12 CEUs completed prior to expiration

1–2 years expired

– Submit renewal application
– Provide proof of 12 CEUs for each expired year, up to two years

More than 2 years but less than 5 years expired

– Retake and pass the OHCAPA examination

More than 5 years expired

– Complete a Department-approved preparedness program
– Retake and pass the OHCAPA examination

Inactive Status Option

An administrator may place their certification on inactive status by submitting a written request before July 31 while the certificate is active.

• The certificate must be returned to the Department
• Inactive status may not exceed five years
• To reactivate, the administrator must submit a renewal application, a prorated fee, and proof of 12 CEUs completed after August 1

After five years of inactivity, the individual must meet initial certification requirements and pass OHCAPA again.

Consequences of Non-Compliance

The Oklahoma State Department of Health may deny renewal, suspend, or revoke certification for:

• Failure to renew on time
• Failure to complete required CEUs
• Submission of false CEU documentation
• Fraud or misrepresentation
• Ongoing non-compliance with regulatory requirements

Key Compliance Reminder

A Home Care Administrator may not operate or serve in the administrator role if the certification is expired, inactive without proper reinstatement, or under suspension.

Purpose of the Renewal Process

The OHCAPA renewal process ensures that Oklahoma Home Care Administrators remain legally compliant, informed of regulatory updates, competent in administrative oversight, and prepared for surveys and enforcement actions.
